I don't know if the 870 does FSK the same way the 940S does but the 
Processor Out control on the 940S actually controls the FSK power 
output level.  Actually, it's really not FSK in the 940S but actually 
AFSK as the two tones are derived by dividing down from the master 
oscillator and then applied to the SSB circuitry (thus I believe the 
relationship to the processor out control).  I found this out by 
accident one day when I noticed that my FSK output was down on one 
band....you kinda have to dig in the manual to find this note.

Maybe it's the same with the 870?
