Steve:

Check the obvious and easy stuff first.  Check out the VSWR on your antenna. 
The radio has VSWR protection built in and will reduce the XMT power if it 
sees a less than ideal VSWR.  It'll back off the power to a point where 
it'll put out some power, but not full power.  It selects an output power at 
which the antenna impedance mismatch won't damage the XMTR finals.
