bill,
i own an 850 but have not operated it in awhile. nevertheless, i will offer off the top of my head two ideas: perhaps his mic gain pot got turned all the way down. I think there is a front panel lockout button that may have been pressed and perhaps that prevents transmission? I am sorry I can't be more helpful.

from same rig has the same effect. is there a button or
multi button function somewhere on the front panel that he may have
inadvertently
activated thereby muting his microphone??? he has daily skeds on the 40
mtr bands
and is one of his lifelines at his age to keep in touch, and is therefore
missing
his daily contacts.
i do not have a ts850 so i cannot help him. he does not have internet
facility
hope someone may have ideas
