In this case though ... as in most ... an FCC proposal becomes a FACT.  
It's just waiting out the mandatory comment time.   When it comes down 
to it, the FCC doesnt give one hoot in you know where what the comments 
are going to be.   It's been proposed ... it's a done deal.    As they 
used to say about the old pharoahs of Egypt...  "Let it be written, let 
it be done"
