Error code "FE" indicates a PLL unlock in the RF unit PLL section. That's 
what the "UL" in morse code is saying, unlock. I would recommend taking it 
in and getting it repaired while it is under warranty.

While tuning my new TS870 across 10 meters for the first time just now, I 
encountered something not covered in the manual:  When I got to 28.445 MHz, 
the status display to the right of the frequency switched to ERR FE and the 
rig sidetone started sending UL in cw repeatedly.  Moving the tuning knob 
did nothing to restore normal behavior but changing band to 12 meters 
brought the rig back, however it won't tune above 28.445 MHz.

My guess is that my rig has not been programmed for the U.S. and I was sold 
a rig that was intended for some part of the world where operation above 
28.445 is prohibited (UL = upper limit; ERR FE = error frequency).  I'm 
further hoping there is one of these "secret menus" for the 870 I can get 
into to fix the problem and someone on this list can tell me how to do it. 
Am I really going to be this lucky?  the Yaesu Mk V has something like that 
where there's about 9 options for coverage for different regions.  Sure hope 
this isn't something where it has to go to a tech. for reprogramming.
