BPL is a done deal.  The FCC loves it, the leap-year candidates do not 
oppose it, the cable companies and TELCOs have bigger fish to fry.

And the ARRL is claiming a minor victory regarding BPL equipment 
certification.

The business of America is business, folks.  Can you spell profit and 
competition?  Of all the Part 15 appliances, BPL will not be the last nor 
the most disruptive to the Amateur (non-revenue-generating) spectrum.
