[Kenwood] TS-450S No Transmit

I recently purchaced the aforementioned rig from an OM for $150. Now here's the catch...   It won't transmit at all. Zip, zero, nada, won't budge the needle on my SWR meter at all. It originally had the factory antenna tuner in it, but it was removed before I got the radio. Also, it receives great for half an hour or so, then I start getting all sorts of hiss and crackle. Anybody know if these are common failures in these units? I can handle minor repairs myself, but I figure this is probably over my head.
