A number of stand-alone automatic antenna tuners exist which can be connected between a TS-450 and an antenna, but you will need to identify the model number and obtain information from the manufacturer.

Typically, fuses are installed in-line in the power leads or can be also found on the antenna tuner chassis. Fuses may also be located inside the tuner, in which case you will need to remove the cover to find fuses inside.  Fuses can be soldered in place as they are not expected to fail unless something severe has happened to the unit.  They may open, however even without severe damage to the antenna tuner.

Important: Only one antenna tuner (the one closest to the antenna) should be allowed to operate any time.  The external antenna tuner, if operating, should be the only device used to tune the antenna.  If the TS-450 has an internal antenna tuner installed, it should be disabled.  Use the "THRU" selection on the TS-450.

Note not all TS-450 transceivers have an antenna tuner built-in.  Check to make sure the transceiver you are working with has a built-in antenna tuner installed.  Also, there may be a reason why the TS-450 internal antenna tuner was not used in the original installation.  It may be too limited to operate with the antenna in that installation.

With the above considerations in mind, if the external antenna tuner is not working, you can try bypassing it (disconnect the antenna feed line and connect it directly to the TS-450 antenna connection.  Then operate the TS-450 antenna tuner according to the TS-450 instructions.

I'd first check the fuses.
