Here's the formula:
ABBxxxxxxx
A-2 = last digit of year of manufacture, A=4 means 1982, or 1992, or
2002, etc.
BB = month, beginning in April.  April=01, May=02, etc.
xxxxxxx = sequential serial #

610xxxxxx
6 = 1994, 10 = 10th month starting in April, so this means January 1995.

711xxxxxx
February 1995 (same logic as above)
