[Kenwood] TS-850 Display problem

My 850 was just shipped (exposed to FedEx gorillas) to me, this may have
nothing to do with its problems as it was packed very well and shows no particular
damage to the carton. The unit has been sitting for a while though.

When I first turned it on there was no illumination from the display except
the meter portion which had normal illumination. After running it for a while I
turned it off and a couple minutes later turned it back on. Now the portion
of the display that shows filter status and frequency readout is very dim but I
can read it in low light. I press the dim switch and it does reduce it
further. The frequency read out reads in a series of 8"s with decimal points between
each 8. 8.8.8.8.8.

I have seen this somewhere before in either my 430 or 440 and I believe it
was a low voltage situation if memory serves me, and it was related to a voltage
regulator. Could this be related to the well know capacitor problem on the
display board, the leaky cap that can ruin the circuit traces? Any ideas
appreciated. I have a service manual showing up any day now.
