Hi Jim....
Been many years since I had an 830S so can't help with the erratic
"drive". But, the copper strip next to the 12BY7A tube, I believe, is to put
some tension on the metal cap (cover) which goes over the tube. It may also
be some form of grounding between the cap and chassis.
You may get some stronger answers than this. As I said, it's been many years
since my 830 days, but I do remember the metal strip.
