I used to drive an old english ford cortina that would stop
running anytime I ran through a puddle of water when it rained.
I used to spray WD40 on the inside of the distributor cap to
displace the moisture to get the darned thing home, so I would question
WD40's ability to conduct electricity as it certainly wasn't conducting
as well as the water inside the cap.
I don't think I would use it on any contacts of any sort.
DeoxIT has served me well for cleaning contacts and I always keep
some of it around. It has ever cured a few sticking relays in some 
amplifiers.
