[Kenwood] no bias

I have a ham friend that has MS and is unable to do benchwork anymore,or to think clearly on technical issues. He has three old  Kenwood TS-530s's that all exhibit the same problem: no bias/idling current (should show ~60 ma.), and no xmit/tune-up functions. Bias adjust has no effect. I have minimal knowledge of his equipment.

I have replaced the cathode resistors (smoked), the 6146s (dead) and one bad screen grid resistor. Still no bias. Voltages are within tolerance.

The service manual is next to no help, and I get no response from Kenwood.
If there's anyone out there that can point me in the right direction, I
will be very grateful. Thanks.
