Jim,
Had the same problem with my TS-530 due to poor grounding of the low voltage
regulator board.  Try tightening the screws holding the board located on the
bottom of the 830.  Even better, put some star washers on the screws between
the board and the mounting posts.

My TS830 has a problem with the frequency jumping around. The problem seems
to be occurring when the HV is turned on and
when it's turned off. I have re-seated the connectors on all the PWB's and
used deox on the connectors. The fault is intermittent and is really bad on
28 MHZ but it will also do it on the other bands, but not as bad. Any
suggestions on how to fix this problem would be greatly appreciated.
