[Kenwood] TS-820S Resistors blowing in final

This is my first hf rig picked up in a swap and it continues to blow
resistors r2 and r3 in the final stage, even after replacing the tubes.
Cannot find anything else that has been affected or out of place.  No
shorts have been tracked down anywhere.  Has anyone had a similar
problem?  Or, does anyone have any suggestions before I send it out for
diagnostics by someone with more experience than I?  I sure would like
to learn and work this problem out myself if possible.  The problem
first started when I hooked up a CW key for the first time  and
transmitted.  Now it happens just by powering up.
