Hi Roger.
The TS-830 uses grid-block keying that results in the -65V you see at 
the key jack. I looked at the K-3 schematic in the manual at the 
manufacturer's website, and the negative keying output looks 
compatible with grid-block keying to me. Their website also proclaims 
"Keys all solid state and most tube rigs (virtually everything made 
since 1964)".  So I think it'll be fine with your TS-830.
