Such a conversion is legal, even if not a ham, so long as the none ham
doesn't transmit. 

I don't know of any successful conversions. Most likely the handheld
uses all surface mount with a synthesizer chip controlled by a
microprocessor. No doubt the microprocessor has its code internally with
no way to read it externally. Its possible that the synthesizer is
excluded in the microprocessor chip, with a proprietary part number on
that controller chip. If the synthesizer chip is separate, its probably
controlled by a serial two wire bus, though it could be controlled by a
wider parallel bus that could be driven by an external controller. Might
not be handheld anymore. A good learning exercise in the synthesizer,
surface mount, and controls. Probably not a great financial gain over
buying a used 440 handheld.
