It is certainly something to beware of but is highly impractical.

I can't conceive of a bureaucracy large enough to collect it not to mention the technical problems of even tracking the quantity of e-mail sent.  And the SMAMMER lobby will fight it.

I really can't see how ISPs could even collect data on e-mail being sent without doubling or tripling their servers which would cost an immense amount.

How could it be collected from me since I rent a portion of a computer from a hosting provider but have full control of my e-mail servers?   And all the individuals on DSLwhich can be running their own servers at home?

Then again, maybe the government could track it with Carnivore which supposedly is scanning e-mail for key words.  But even that would have to be upgraded since it is probably scanning less than 100% and then only extracting a tiny amount of the messages.

The media continually makes statements without any knowledge of the technology required.
