[Kenwood] at-250 help needed

I'd suspect the internal phase and load sensors. Probably bad detector
diodes, but could be something bad in the analog analysis or digital
control circuits. I don't know where to find a schematic or service
manual other than the usual suspects, like the Kenwood FTP site or the 
Russian manual site.
