You don't lay a tube over unless you want to break the base. You need a
rubber suction tube puller. Probably hasn't been made for 20 years
though.

An alternative my dad used once is to take a piece of about 1/4" copper
tubing. Cut a hole about half way through one side near the end. Shove a
U loop of string through from the other end of the tube and pull the
loop out the side. Open up that string loop large enough to go around
the tube. Pull on the free ends out the long end of the tube to anchor
the loop to the tube and lift the tube straight out of the socket.

It should be possible to lift the shield off, probably its a bayonet
anchor.
