[Kenwood] TS-690S attenuator

I recently purchased a TS-690 with a problem I haven`t been able to cure.
With the attenuator selected and ,the AIP not selected , it just almost
kills the receiver .The audio and signal indication on the S meter will
almost stop .It does this to a degree that makes this function
unuseable.What I have done in chasing it down is to replace R3 ,the ground
path for the signal, when the attenuator  is selected with a higher value .I
only changed it from a 56 ohm to a 150 ohm but, it did seem to have a bit of
effect.I really think I`m compensating for another problem though.I am able
to tell the difference when the AIP is off or on so, it seems to function
correctly. Any one run into this on the 450 /690 series ?
