I earned a FCC Technician Class license a few years back.  I know that I
cannot use the transmitter until I have a proper FCC license.  I do not
think I was ever issued a call sign.

I do need a copy of the manual.

Already have some RS copper wire for dipole antenna."


A Technician Class license includes a call sign.  "A few years back" if it was
issued within the last ten years it would still be active.  

A Technician Class license will not enable you to use the TS520 (except in a
very limited fashion, and then only if you also have a Morse code certification.) 

The point is, as hams, most of us do not feel comfortable helping a non-ham
actually get a ham radio ON the air as it suggests unlicensed operation.  There
is far too much of that already.  The normal procedure is to get a license, then
find a radio you can use.  Following that method, you would find hams on this as
well as other reflectors going out of their way to assist you.  There is this
paranoia anytime we find an unlicensed individual attempting to put a radio on
the air, that it is going to be used on CB, and, while that is not our baliwick,
we do not wish to be a party to putting still another illegal transmitter on
that band.  Nor do we wish to see them on the ham bands.  

We encourage you to again get your Technician license, to learn the code, to
become licensed for operations that will permit you to legally use that TS520. 
We'll be happy to help you once you are on the road to getting licensed, by
referring you to places you can learn more about the license, referring you to
Volunteer Examiner groups, and answering questions for you.
