You can run  APRS software (Such as DOS and +SA) that way.  There are 3 tricks: 

1. Make sure the D700 is set to TNC PKT not TNC APRS.  This cuts out the internal APRS software and gives control of the TNC to the external APRS Client.

2.Set the right intialization file in the client.  APRS+SA and DOS both have intialization files for the D700/D7 (which will also work with the Alinco DR-135T, same basic TNC).  Others may as well, but I'm not familiar enough with them to say for sure.

3.  Use a straight through cable to connect the laptop to the radio.  NOT a Null Modem cable!!!

I don't know if you could pull the GPS data from the 9 pin directly to mapping program without an APRS client running.  I think the consensus of what I've read in variouls news groups is to Y off the GPS data cable to provide an input to the laptop serial port.  I'd be interested in hearing if anyone else has any other information on that.
