If you don't want to do the deal they you send him his money back, no problem.
If he gives you a hard time, tell him the radio got smoked and is junk now.

If the callsign is not his then he either made a mistake or is up to no good.

We are not the fcc or the police.

If you sell me your car and I get in a wreck because I went dwi etc, it is not on you,
it is on me.

I would not do this deal based on the callsign/name not matching.
