I bought my first rig from AES in Clearwater, Fl.
I had just received my Novice ticket.
They never asked me for my ticket or asked me for my call.
As far as I can tell there is no law in selling or buying gear.
The man breaks the law only if he transmits without a ticket.
It is like a car salesman. He can sell a car to anyone. That is not against 
the law.
What the man does with the car makes the crime.
Sell him the radio. Set up a QSO.
Call the FCC and set him up if you don't think he should be on the air.
See if he is dumb to fall for it.
Now you can sell the rig, make some money and, sleep at night knowing that 
you took him off the air.
Kind of solves Philosophy using logic. Solves your moral problem. With the 
money you can buy a shinny new mirror to look at yourself in the morning.
