Personally I would return the man's check and advise him that you are not
interested in assisting others in violating federal laws, and then I would
contact the FCC regarding this and have them give this man a
visit. Pirates are pirates, and if you help them in any way you are just
as bad as they are. Not only that, if this guy gets busted or something,
and the FCC decides to look into where he got his transmitter from, and he
points them to you, guess what?

I would also advise the amateur holding the callsign he gave you that
someone is using his callsign for fraudulent purposes. I can't imagine
that's very legal, either.

Sure, he can get a transmitter from someone else, but then that's between
him and his supplier when the FCC comes knocking on their doors, and not
yours.
