[Kenwood] TV-502 TX adjustment help

I have a TV-502 two meter transverter that had a damaged coil T3 on the
Het Osc board (X50-1250-00) and I replaced it. I did an alignment on the
receiver and it is receiving well now.
My problem is in transmit. When I press the PTT on the TS-520S) it keys
the transverter and shows about 8 watts output (on the TV-502 meter and a
Bird Watt Meter) with out speaking into the mic (even if I turn the mic
all the way down). Also the IF Tune and Preselector controls on the
transverter have no effect when adjusted in transmit (they do in receive).
Just steady watts output with no voice (in the cw tune position and ssb
(either USB or LSB) position..
This is not correct, it should show the output in the CW tune mode but the
meter (and output) should fluctuate with PEP of the SSB voice. I do not
have another receiver to listen to two meter ssb but when I listen in FM
from another receiver I can hear voice audio (when I turn the mic gain
back up and talk into the mic).
I also have a TV-506 and it functions properly (out put of about 5 watts
in CW and peek of 4-5 watts with ssb voice fluctuation) so I do not
suspect anything with the TS-520S or the connections. The output seems a
little low but can tune that up later, at least it works correctly on the
same TS-520S and with the same cables.
I suspect something is misaligned that is causing a carrier or causing
this output in the absence of voice. I have tried the TV-502 alone, and
with the TV-506 in line (switch set properly on the TV-502 for 2 meters
alone or 6 meter connected).
Any thoughts or suggestions on where to look, what would cause this or
what adjustments to make?
