[Kenwood] TS-850 step size

I found that the tuning rate on the TS-850S was too fast.

I bought one of these adapters that slowed down the tuning rate.
It is a divide by 4 chip so it works just fine.  Also the 'Fine'
tuning rate is divided by 4 which means if you use it, you never 
get anywhere.
