I would believe that this is probably set this way on purpose (by Kenwood).  Using this setting helps to minimize wear on the auto-tuner relay when operating full-break-in CW.  It keeps the tuner relay engaged rather than have it snap on and off with
each di-dah.  There is certainly no harm in leaving it engaged for RX whenever it is engaged for TX.  In fact, I have it set this way for all modes on my '870 to minimize wear-n-tear on the relay.
