This is because the S-meter is actually a measure of the AGC voltage.
The AGC voltage is the voltage that controls the gain of the IF
amplifiers. When the AGC is off, the IF amplifiers are up to maximum
gain (AGC voltage is low). When your AGC is on, the S-meter indicates
the AGC voltage level. This is also why the s-meter moves up as you
turn down the RF gain. The RF gain is turned down by reducing the IF
amplifier gain which is accomplished by raising the AGC voltage.
