[Kenwood] TS-450S question

Greetings,
New to the list, and have a question about the TS-450S.

I have one I just picked up used, and the antenna tuner will not tune at
4 mhz. 3.5 mhz it's fine, 40 meters tunes ok. It works at 5 mhz. I
checked all the relays in the antenna tuner, they are fine. They appear
to switch on and off at the correct frequencies.

I contacted Kenwood, and they say, yes, that's right, that tuner will
not work at 4 mhz.

Anyone else have this experience? What's the "real" answer? Not sure I
believe Kenwood's response.....
