[Kenwood] ts-820s voltages

Name is Bob and have been trying to get this 820s going.  Took voltage 
readings in final amp at ps1 and ps2 to first grid and got -100 volts when it should 
be 47volts?  This is with SG:off, mode:tune, band on jjy/wwv. When I flip the 
send switch it drops to -60volts. 
  Also, on the plate of driver tube I find 310 volts when the manual says it 
should be 64volts!  That reading was with mode sw: cw and SG: off and any 
band. Any suggestions ?  Tubes are new.
