[Kenwood] TS940 power supply fixed.

Well, the power supply in my ts940 is fixed. Thanks very much
to John, Don, and Clif for their assistance.

There were a number of issues, but the primary ones were a
shorted Q103, and a shorted D3 which was shorted enough
to mess up the output of Q1 but still had a high enough
impedence so as to not draw that part of the supply down
as one would expect with a direct short.
