[Kenwood] Question on Ground

I am working on a radio and have noticed that the coax that runs from the VFO
to the Premix board has the center conductor and the shield insulated from
each other.
The shield goes to the ground trace of the Premix board.
There is no continuity between the center conductor and the shield when off
the board but when I connect the Molex connector to the board my meter shows
continuity between the center conductor and the shield.
I take the Molex connector off the board and go from shield pin to ground pin
on the board and I get no continuity.
I have checked the other coax leads to other boards PLL etc, and find the
same thing going on.
With the Molex connects connected to the boards I get no continuity between
ground and regular wires going to other functions of the radio.
Is this normal for the coax leads inside the radio? Or, should there be no
continuity between ground and shields?
Makes no sense to me to isolate center conductor from shield only to have
them show continuity on the boards.
Should I start looking for a bad cap going to ground? Or, is this normal
because of coils etc. in the loop of these coax connections?
