[Kenwood] TH-28A

I have a th-28a handheld and need some help.
when I turn the unit on and try to tx it beeps but does not tx the led =
just flashes you then hear two beeps.
I do not have a manual and kenwood does not support this rig anymore any =
help would be appreciated.
p.s. I have already done a pwr mr reset
and a m pwr reset
