[Kenwood] TS-850S menu mode

OK I got as far as setting the tone freq and also tone on by hitting every
key and powering on. BUT The tone indicator is not turning on. Does anyone
know what menu function that is maybe I have the wrong function turned on.

Does anyone know where to get a PDF copy of the operations manual for this
radio ? I have searched and only find some service manual sections. I long
lost mine and need to set the PL tone and can't remember how to get to menu
mode. I have tried SCAN and the M.CH under TX but that does not work, it has
got to be something else.
