Dropping screen voltage drops the plate current in direct proportion, so
the plate dissipation also drops in the same proportion. The output
network will be mismatched, and that will loose efficiency. It won't be
possible to load and tune for maximum output. Just set the loading
normal for the band and peak the output with the plate tuning.

For that matter, normal idling conditions is at about maximum rated
plate dissipation, but the dissipation stays the same for very small
signals, so getting QRP by turning down the drive is often effective,
but harder to control. Lowering the screen voltage will reduce the
idling plate dissipation and limit the peak power output so that keeping
to QRP power levels is made much easier.
