[Kenwood] 940, Peak power and swr meter

Greetings to all

I am noticing that on my 940, when I tune my outboard antenna tuner for 
minimum swr, that I can tune slightly away from the swr dip and see the power 
increase somewhat.  The peak output seems to occur with the meter reading 1.3 
to 1 or so.  Is this logical?? Its not just the internal meter because it 
happens watching the external meter too. Does the "foldback" circuit that 
limits output into high swr need adjustment??  Thanks
