Jerry,
I can agree with you up to a point. A book is intellectual knowledge. And your knowledge and ideas etc are in print.
So you deserve to get compensation for it. 
How ever if a person buys a product (ie radio) which comes with a manual. I would think the product is the intellectual
property which includes a manual for it. I consider the manual as a replacement part for the product. It's not like a book
which is a product in it's self.
So if a manual is lost, worn out etc. it should be replaced like any replacement part. If the manufacturer stops making the part
then I have no alternative but to find a 3rd party replacement part. 
If a car requires a starter but the car manufacturer does not supply such a part then I have to go to a 3rd party and find
a starter.
If you check the parts list of the radio you purchase you have an inventory of the pieces or components which make up
the radio kit supplied in the box. This will include an owners manual, power cable, mike etc.... You paid the ineffectual royalties
when you purchased the radio.
