[Kenwood] TS-940S Info?

I have a buddy who has a TS-940S and hasn't been able to use it for about 3
years. He claims to have the user's manual, but it's buried under years of
debris in his shack. I'm wondering if someone out there might be able to
give me some advice.
The first symptom was the power wouldn't come on when the Power switch was
pushed. I tinkered around and found that by clicking the Timer switch right
next to it, the power switch then worked. What is the purpose of the Timer
switch, and is this normal behavior?
The second symptom is that, once power is on, it doesn't receive or
transmit. There's a roar of white noise from the receiver, but nothing from
the ether. I checked the band with an HW-16 sitting next to it (yeah, it's a
real museum), hear signals, tune the TS-940 to the same frequency, but hear
nothing. By the same token, there's not a peep of power when I try to tune
it for transmit. I'm wondering if it might be something like a blown T/R
relay, but without the manual/schematics I can't go beyond a guess. Is this
a problem someone out there may have experienced before?
