[Kenwood] Kenwood TH-77A Cross-band Repeat Setup

I know this radio has a switch (IC7) on the control board for turning on/off the repeater function on this radio. The output from pin 3 of IC12 on the control board is used for this purpose. Anyone know what the proceedure is to get an output at pin 3 of IC12 so that IC7 can be turned on/off and use the cross-band repeater function in the radio?
