[Kenwood] 10m mobile antenna question

Two questions for the group

I have an old Shakespear base loaded  11m antenna with a thin fiberglass rod
whip section.   I assume the wire is straight molded in the center of the
whip and not wrapped like some 1/4 and 1/2 wave fiberglass whips for trucks.
Can these be cut down for 10m?

The antenna works well with a tuner on my van and I was hoping to cut it for
the center of the voice band.  What center frequency should I tune it for?
