[Kenwood] TS-520SE Transmitte hang

My Kenwood TS-520SE developed a problem during
tune up, only on 40 meters where while tuning, in the
tune or cw position, when you tune the tune switch to
off the transmitter stays in transmit. You have to switch
from tune to cw or from cw to tune to get it to stop transmitting.
This doesn't happen in any other bands and the switches have
been cleaned and inspected.

Any ideas or thoughts as to the cause and the correction of 
this problem?
