[Kenwood] Kenwood 530S, low power out.

HELP!
The symptoms are; cannot get full power out on 20 meters and above.  On
all bands the drive control must be rotated from the desired 12 oclock
position to peak the RF out clockwise on the 20M and above the drive
control is at the full clockwise positon to get any output at all (30
watts on 15M and 12 watts on 10M). When in the receive mode the receive
signal is still peaked with the drive control at the 12 oclock position.
