Here is a pertinent quote right off the eQSL web site that has been
there since 08-Feb-2002.

On Friday, February 8, 2002, Bill Moore, NC1L, DXCC Manager for ARRL,
conveyed to us that if our users receive eQSLs and verify that them
against their log (I.e. don't reject them) and use our new Card Mailing
System to have the cards mailed to them using regular mail, those mailed
cards would be accepted for DXCC, because that mechanism is in essence
identical to that of a regular QSL Manager.

Also here is a snippet from the eQSL webmaster (with URL) indicating the
ARRL re-affirmation of the 08-Feb-2002 announcement again on 15-Feb-2002
