Hello Jimmy,
  You'll have to be sure to specify what kind of eQSL's you are
referring to.  The ARRL just re-affirmed on 15-Feb-2002 that eQSL's that
were mailed using the eQSL "mail-a-card-service" would in fact be
accepted for DXCC.

  Now what Bill is saying, and not being completely forthcoming IMHO, is
that there are no electronic qsl's accepted..and that is true in the
purist sense.  - But - eQSL cards that are mailed are accepted.  I have
several personal emails rom Bill as well as referring you to Bill's
email posted at the eQSL site that clearly indicates the "mailed"
version of eQSL's are accepted.

  People must realize that the ARRL has a vested interest in not
undermining their upcoming all electronic Logbook of the World.  So they
proclaim partial-truths about their policies and do not IMHO disclose
all the facts as they are already on record of doing so.  They are
looking forward to a windfall in $$$ with LOTW both in software sales,
new fees to access LOTW, and a possible increase in normal ARRL dues as
well.  One must first be a paying ARRL member - before - they qualify to
get to pay even more $$$ for the LOTW....
