[Kenwood] Kenwood TS-440S ALC problem

Our Club has a Kenwood TS-440S that has an ALC problem. 

> The ALC level does not change when the microphone gain is changed. The ALC 
> meter swings pretty well full scale all the time though the output is not 
> distorted. The microphone gain can be set to zero thru maximum with no 
> effect on the ALC and Power output levels - Always near full scale on voice 
> peaks. Is anyone familar with this sort of problem with this rig? Also, 
question - regarding the Carrier Control: Does it operate only with CW 
signals (ours does), or is it suppose to control the total power output of 
the transmitter in all modes?
