[Kenwood] TM261A Troubles

I just purchased a "brand new in the box" TM 261A and it receives 5+/- kHzs
too low. The transmit is fine and seems to be right on, but I have to click
down 5 kHz to understand the reply from the other station and the audio out
is incredibly low compared to the TM201B that it is replacing.
Is this a common problem with 261As???
I am returning it to the dealer, but should I expect to have to go through a
stack to find one that is right?
