[Kenwood] TS-850 with really erratic power out

I have a TS-850 with really erratic power output problems. When I first 
turn the unit on and key up the power out jumps as high as 150 watts for a 
few seconds and is very erratic the ALC indication is jumping all over the 
place as well. After warming up for a minute or so the power settles down 
at the nominal 100 watts. On occasion the max power out will be as low as 
60 watts and then suddenly jump back up to 100 watts.

Is this a different manifestation of the chronic DC/DC Converter board 
failure? I have seen a couple of those where the power out kind of pulsed 
almost rhythmically this doesn't look like that at all. This is much more 
erratic almost like something breaking down.
