The "big brother to you TS-45-, the TS-850 is chronically known to have a 
similar problem. In the  case of the 850 you must find VCO2 on the PLL 
board and reset the trimmer cap which is inside a little metal enclosure on 
the PLL board. There is a DC voltage at TP2 which is monitored while you 
are resetting the trimmer cap, in the case of the TS-850 you adjust the 
VCO2 cap VC1 until the test point reads 5.00V.

It is a very easy adjustment to do ( tiny screw driver and a a DC meter) 
but you will likely need a copy of the service manual in order to know 
where the test point is and what the correct voltage is for  TS-450 for sure.
